Avvia - Technical Advisory Boutique provides consulting services to individuals and small- and medium-sized companies with unused assets and/or capital seeking the best and most feasible path to put their worth to work. Our services also include acting as the Owner's Representative past the planning and design phases, offering permit and regulatory navigation, value engineering, and due diligence services along the way. For the public sector, we offer public-private partnership (PPP) strategy development, including RFP drafting, financial and technical feasibility advisory.

Who We Serve

Local and foreign investors, real estate developers, asset owners, and public administrations across Puerto Rico, with an initial focus on western Puerto Rico and the San Juan metro area. Avvia advises top executives on adaptive reuse analysis, risk mitigation and due diligence, and value engineering, and helps private investors navigate local permitting and bureaucracy. For public agencies pursuing small-scale PPPs, Avvia provides the technical expertise to carry initiatives from concept to RFP.

Founder & Principal Consultant

Alex G. Miranda-Poggys, PhD, PE, PMP

PhD, Politecnico di Milano (2026) - PE License No. 27986 - PMP Credential ID 4500875 - OSHA 30-Hour Construction

6+ years of experience spanning the technical, financial, and regulatory dimensions of real estate and infrastructure projects. Alex has managed multi-million-dollar reconstruction and capital improvement programs, led red-flag technical due diligence for EY-Parthenon in Milan, evaluated transmission infrastructure for Luma Energy, and coordinated a comprehensive infrastructure master plan for the Martin Pena Channel communities on behalf of the Puerto Rico government. He holds a PhD from the Real Estate Center research group at Politecnico di Milano, and a Master of Engineering in Construction Engineering & Management and a BS in Civil Engineering, both from the University of Puerto Rico, Mayaguez Campus.
